“Operator” – for the purposes of this permit and in the context of storm water discharges associated with construction activity, any party associated with a construction project that meets either of the following two criteria: 1. The party which has operational control over construction plans and specifications, including the ability to make modifications to those plans and specifications (e.g. in most cases this is the owner of the site, sometimes it is a lessor); or 2. The party which has day-to-day operational control of those activities at a project that are necessary to ensure compliance with the permit conditions (e.g., they are authorized to direct workers at a site to carry out activities required by the permit; in most cases this is the general contractor of the project).
Subcontractors with specific stormwater related responsibilities may be listed in the SWPPP. If no subcontractors are listed or delegated, all stormwater responsibilities fall on the Owner and Operator.
The project manager is responsible for Construction, BMP installation and Maintenance, Training of onsite personnel, SWPPP preparation and approval of amendments, and inspections. The project manager will be listed as the emergency contact for the site.
If there are multiple phases or lots that will be included in the SWPPP, please indicate which lots or complete phases should be included.
Permanent Stabilization includes things like Landscaping and/or Paving the site so that soil is no longer disturbed.
Projects over 1 acre or not single-lot residential homes under 1 acre require a certified inspector to conduct these inspections. - The City/MS4 DOES NOT conduct these inspections. Requirements for who can conduct inspections varies by State. If the inspector has a certification, please upload it with your civil plans.
BY SUBMITTING THIS FORM YOU ARE AUTHORIZING ACCENA SWPPP SERVICES TO DEVELOP A SWPPP USING THE PROVIDED INFORMATION.

SWPPP Completion may take up to 5 business days. We will begin writing the SWPPP when all documentation (including Civil Plans, specifications, and anything listed as being provided by the operator) and payment in full for SWPPP preparation has been received.
The SWPPP Development DOES NOT INCLUDE the filing of your Notice of Intent (NOI) Permit with your State. If you need help filing your permit, please see our FAQ.

We cannot complete your SWPPP development without a Site Plan.
